An AI Agent Is an Identity — and Most Organizations Don't Treat Them That Way

There is a quiet assumption baked into nearly every enterprise identity program: that an identity is a person, or — if not a person — a predictable, narrowly-scoped machine doing one repetitive job. That assumption held for thirty years. It is now wrong, and the gap between that assumption and reality is becoming one of the most exploitable surfaces in modern security.

An AI agent — a system that reasons, plans, calls tools, reads untrusted data, and acts on your behalf across multiple systems — is an identity in the fullest sense of the word. It authenticates. It holds credentials. It is granted authorization. It performs privileged actions. It can be impersonated, hijacked, over-permissioned, and abandoned. And yet most organizations provision agents the way they provision a cron job: a long-lived token, a broad role, and no owner.

This post makes a single argument in depth: an AI agent is an identity, it is a new kind of identity, and the IAM stack you already own was not built to govern it. We'll work through the data, the failure modes, a real breach, the standards emerging to fix this, and how the identity problem changes depending on whether you run a local LLM or call out to Claude, Gemini, or OpenAI.

Part 1 — The Species Shift: Identities Are No Longer Mostly Human

For most of the history of IAM, the math was simple. One employee, one identity, maybe a handful of service accounts behind them. Security tooling, audit cycles, joiner-mover-leaver workflows, and access reviews were all designed around that human at the center.

That center has collapsed. Across the industry, non-human identities (NHIs) — service accounts, API keys, OAuth tokens, workload identities, bots, and now AI agents — vastly outnumber human users. The exact ratio depends on who is counting and what they count, but every credible report points the same direction:

The trend matters more than any single number. Entro Security reported a 44% year-over-year surge in non-human identities, with the ratio climbing from 92:1 to 144:1 in a single year.3 Palo Alto Networks' 2026 Identity Security Landscape — built on a survey of more than 2,900 security decision-makers — found that machine identities, including AI agents, now outnumber humans 109 to 1, and projected AI agents specifically to grow another 85% in the year ahead. The same study reported that 9 out of 10 organizations suffered a successful identity-related breach in the preceding twelve months.4

This is what analysts have started calling the "species shift": the human-only workforce is gone, and identity is now scaling at machine speed while the tools meant to govern it lag behind.4

Here is the uncomfortable part: AI agents are not just another line in that NHI inventory. They are the most capable, least predictable, and most rapidly multiplying category in it — and they sit at the exact intersection of two problem domains that most security teams manage separately: identity and AI safety.

Part 2 — What "Identity" Actually Means (and Why Agents Qualify)

To argue that an agent is an identity, we should be precise about what an identity is. In IAM terms, an identity is any entity that can be:

  1. Authenticated — it proves who it is (a password, a certificate, a token, a signed assertion).
  2. Authorized — it is granted permissions to act on resources (roles, scopes, policies).
  3. Held accountable — its actions can be attributed and audited back to it.
  4. Governed through a lifecycle — it is created, reviewed, modified, and eventually retired.

A human passes all four. A well-managed service account passes all four. An AI agent also passes all four — it logs in with a token or certificate, it is granted scopes and roles, its API calls are (ideally) logged, and it can be provisioned and deprovisioned. By every functional definition we already use, the agent is an identity.

The problem is not whether agents are identities. The problem is that organizations keep filing them under the wrong type of identity — usually a generic service account — and that miscategorization is where the risk lives.

The core thesis in one sentence

Agents are identities that think, delegate, and consume untrusted input — which means the static, deterministic assumptions baked into service-account governance are not just insufficient, they are actively dangerous.


Part 3 — Why an Agent Is Not Just Another Service Account

A traditional service account is a known quantity. It runs a defined script, hits defined endpoints, on a defined schedule, with a defined (hopefully minimal) set of permissions. You can write a detection rule for "this account did something it never does" because the account's behavior is essentially a fixed distribution.

An AI agent breaks every one of those assumptions:

The last row is the one that should keep identity architects awake. A service account cannot be talked into doing something. An agent can. When an agent reads a malicious web page, a poisoned document, or a crafted email, the attacker is not exploiting a buffer overflow — they are issuing instructions to an identity that holds your credentials. Prompt injection sits at the top of the OWASP Top 10 for LLM Applications precisely because it can subvert guardrails, leak data, and trigger unauthorized tool use.7

This is the conceptual leap: with agents, the input channel is an attack surface on the identity itself. No prior class of identity had that property.


Part 4 — The Two Mechanisms That Make Agent Identity Dangerous

4.1 The Confused Deputy

The confused deputy problem is decades old, but agentic AI has given it a spectacular new home. A confused deputy is a program that holds legitimate privileges and is tricked by a less-privileged party into misusing them on its behalf.8

In an agent context, the agent (or the Model Context Protocol server it calls) holds elevated, stored credentials. A user — or a piece of untrusted content the agent ingests — induces the agent to perform an action the original requester was never authorized to perform. The agent's identity, not the attacker's, signs the request.9

The defense is not "make the model smarter." The defense is identity discipline: the agent's deputy privileges must be scoped to exactly the requesting user's authority, ideally via token exchange and on-behalf-of flows rather than a fat standing credential the agent always carries.

4.2 The Lethal Trifecta

Security researcher Simon Willison coined the term "lethal trifecta" for the combination that turns a helpful agent into an exfiltration engine. An agent becomes critically dangerous when it simultaneously has:10

  1. Access to private data (the thing worth stealing),
  2. Exposure to untrusted content (the injection vector), and
  3. The ability to communicate externally (the exfiltration path).

Notice that all three legs of the trifecta are identity and authorization decisions. What private data can this agent reach? That's a scope grant. Can it talk to arbitrary external endpoints? That's an egress and authorization control. The "AI problem" is, at its root, an access management problem wearing a new costume.


Part 5 — Case Study: The Salesloft Drift OAuth Breach

If you want a single incident that proves AI agents are identities and that mishandling them is catastrophic, look at the Salesloft Drift breach of August 2025.

Drift is an AI chatbot platform (owned by Salesloft) widely integrated with Salesforce and other enterprise SaaS. To do its job, the Drift agent held OAuth tokens — long-lived, delegated credentials — granting it programmatic access into customers' Salesforce instances, Google Workspace, and more. Those tokens are the agent's identity.

Between roughly August 8 and August 18, 2025, a threat actor tracked by Google Threat Intelligence as UNC6395 stole those OAuth tokens and used them to pivot into the connected environments. The campaign hit over 700 organizations, exfiltrating large volumes of CRM data and — critically — harvesting secrets embedded within that data (AWS keys, Snowflake tokens, passwords) to enable further attacks.111312

The response is as instructive as the attack. Containment did not involve patching a server or resetting human passwords. It involved revoking the agent's identity: Salesloft and Salesforce revoked all Drift OAuth tokens on August 20, disabled the integration platform-wide, and removed it from the AppExchange. Google separately revoked the compromised "Drift Email" tokens.141516

What the Drift breach actually teaches

The blast radius was not defined by a vulnerability count — it was defined by what the agent's identity was authorized to touch. A single compromised non-human identity, over-scoped and long-lived, became a skeleton key into 700+ companies. Every lesson here is an IAM lesson: token lifetime, scope minimization, monitoring of non-human sessions, and the ability to instantly kill an identity.

The Drift incident is the archetype of the new threat model: attackers increasingly don't break in, they log in — as your agents.


Part 6 — Mapping the Risk: OWASP NHI Top 10 and LLM Top 10

The security community has produced two complementary frameworks that, read together, describe almost the entire agent-identity threat landscape.

OWASP Non-Human Identities Top 10 (2025)

OWASP published a dedicated Non-Human Identities Top 10 in 2025, ranking the inherent risks of NHIs using real-world breaches, surveys, and CVE data.6 The list reads like a checklist of how agents go wrong:

Where the LLM Top 10 connects

The OWASP Top 10 for LLM Applications adds the AI-native failure modes — with prompt injection ranked #1 — that turn an over-permissioned NHI into an actively exploitable one.7 The two lists meet at a single point:

"Excessive agency" — an agent granted more capability and autonomy than its task requires — is simply the AI community's name for over-privileged identity. The disciplines were always the same; the labels diverged.


Part 7 — Local LLM vs. Claude / Gemini / OpenAI: The Identity Calculus Changes

A question I hear constantly: "Does any of this change if we run our own model instead of calling a SaaS API?" It changes a great deal — but not in the direction most people assume. Self-hosting moves the identity boundary; it does not remove it.

Let's separate three deployment models, because each has a distinct identity threat profile.

7.1 The three deployment archetypes

7.2 The crucial insight: hosting changes which credential is the crown jewel — not whether identity matters

Teams often self-host a model believing they've solved the AI security problem. They've solved exactly one thing: data residency for the prompt/response content. They have not touched the part that actually causes breaches — the agent's authorization to act on other systems.

Consider a local Llama-based agent running on your own GPUs. The model never phones home. Wonderful. But that agent still holds:

  • An OAuth token to your CRM,
  • A database connection string,
  • A tool that can send email,
  • And it still reads untrusted content.

That is the entire lethal trifecta, fully intact, on-premises. A prompt injection against a local model exfiltrates data just as effectively as against a hosted one. The model's location is irrelevant to the confused-deputy mechanics; only the scope of the agent's identity governs the blast radius.10

Self-hosting is a data-residency control, not an identity control

Running a local LLM can be the right call for privacy, latency, cost, and regulatory reasons. But it does nothing to reduce prompt injection, excessive agency, or confused-deputy risk. Those are governed by what credentials you hand the agent and what it's allowed to do with them — which is pure IAM, regardless of where the GPU sits.

7.3 What each model adds to your identity attack surface

  • Frontier SaaS (Claude, Gemini, GPT): You inherit a third-party non-human identity — the vendor API key — that maps directly to OWASP NHI3 (Vulnerable Third-Party NHI) and NHI7 (Long-Lived Secrets). If that key leaks (committed to a repo, baked into a client, logged in plaintext), an attacker can run up cost, exfiltrate prompts, or, depending on your wiring, pivot. Treat the vendor key like any other privileged credential: short-lived where possible, vaulted, rotated, scoped per-application, and monitored.

  • Cloud Platform Agents (Bedrock / Vertex / Azure): The model call is brokered by a cloud IAM role or workload identity, which is genuinely better — you get short-lived, attestable credentials and native logging. But the role is often over-scoped ("allow bedrock:InvokeModel plus a pile of other things"), which is NHI5 all over again. The improvement is real but only if you keep the role minimal.

  • Local / Self-Hosted: No new vendor identity, but you now own the supply chain. A poisoned model file, a malicious quantized weight from an untrusted hub, or a compromised inference container is a code-execution path running with the agent's privileges. Provenance and integrity of model artifacts become an identity-adjacent concern.

The takeaway: choose your hosting model for privacy, cost, latency, and compliance — but never let it lull you into thinking the identity problem is solved. The trifecta is hosting-agnostic.


Part 8 — How the Industry Is Responding: First-Class Agent Identity

The encouraging news is that the major identity platforms have, in 2025–2026, stopped pretending agents are ordinary service accounts and begun shipping first-class agent identity primitives.

Microsoft Entra Agent ID

Microsoft made Entra Agent ID generally available, bringing authentication, authorization, governance, and protection to AI agents at enterprise scale.17 Architecturally, agent identities are modeled as single-tenant service principals with a new "agent" subtype — built on existing service-principal infrastructure but with agent-specific behaviors and constraints, explicitly because identity models designed for humans and static apps proved insufficient.18 Through Agent 365, organizations can surface agents from across AWS Bedrock, Google Vertex, Databricks, and Salesforce into one registry and apply Conditional Access.19

Google Cloud Agent Identity

Google Cloud introduced a dedicated Agent Identity — a new, first-class principal type distinct from human identities and generic service accounts — so that agents can operate with verifiable identity and accountability.20

IBM Machine Identity Management

IBM framed Machine Identity Management (MIM) as a necessary evolution of IAM to secure and govern non-human entities — APIs, containers, workloads, and automated services — as a category in its own right.21

The common thread across all three: the agent gets its own identity object, a human owner, least-privilege scoping, and a lifecycle. That is precisely the treatment service accounts rarely received — and exactly what agents require.

If you're starting today

Don't wait for a green-field rollout. Even with your existing IdP, you can (1) give every agent a distinct identity rather than a shared one, (2) assign a human owner to each, (3) replace long-lived keys with short-lived tokens, and (4) wire an instant kill switch. Those four steps close most of the gap before you adopt any new platform.


Part 9 — A Practical Framework: Treating Agents as First-Class Identities

Here is a concrete program you can map onto whatever IdP and cloud you already run. It reframes each of the four classic IAM lifecycle stages around the unique properties of agents.

9.1 Provision — every agent is a named identity with an owner

  • No shared identities. Each agent (and ideally each deployment of an agent) gets its own principal. Shared credentials destroy attribution and map straight to OWASP NHI9/NHI10.
  • A human owner is mandatory. Someone is accountable for this agent's existence, its access, and its retirement. An ownerless agent is a future orphaned credential.
  • Tag purpose and data sensitivity at creation so reviews and detections have context.

9.2 Authenticate — kill the static key

  • Replace long-lived API keys and never-expiring OAuth tokens with short-lived, automatically-rotated credentials — workload identity federation, mTLS with SPIFFE/SPIRE-style attestation, or platform-issued tokens.
  • For SaaS model keys (Claude/Gemini/OpenAI), vault them, scope them per-application, and rotate them. A leaked frontier-model key is a third-party NHI incident waiting to happen.

9.3 Authorize — least privilege and break the trifecta

  • Scope to the task, not the convenience. "Excessive agency" is the AI name for over-privilege; treat it with the same revulsion.
  • Use on-behalf-of / token-exchange flows so the agent acts with the requesting user's authority, not a fat standing credential — this is the direct antidote to the confused deputy.
  • Break at least one leg of the lethal trifecta for every high-value agent: restrict private-data scope, sandbox untrusted input, or lock down egress. You rarely need all three legs for the agent to do its job.
  • Externalize authorization (policy engines like OPA/Cedar) so an agent's permissions are evaluated at runtime against context, not baked into a static role.

9.4 Monitor — assume the agent will be socially engineered

  • Per-agent audit trails. You must be able to answer "what did this agent do?" — which requires distinct identities (see 9.1).
  • Behavioral baselining. Agents are non-deterministic, but their access patterns still form a distribution. Alert when an agent reaches for data or endpoints outside its envelope.
  • Watch the egress. Data leaving via an agent is the exfiltration leg of the trifecta; treat unusual outbound calls as high signal.

9.5 Retire — the instant kill switch

  • The Drift breach was contained by mass token revocation. Build that capability before you need it. Every agent identity must be killable in seconds, centrally.
  • Offboarding is a first-class workflow, not an afterthought. OWASP ranks Improper Offboarding as NHI1 for a reason — orphaned agent credentials are pre-positioned breaches.

9.6 Zero Trust, applied to agents

The synthesis is simply Zero Trust for non-human identities: never trust an agent because it authenticated once; continuously verify what it is doing, on whose behalf, against which resource, and be ready to revoke instantly.

Part 10 — Conclusion: Stop Treating Minds Like Macros

For thirty years, "non-human identity" meant a script that did the same boring thing forever. We governed those identities loosely because the consequence of getting it wrong was bounded — a broken cron job, a stale key.

AI agents detonated that bound. They reason, they delegate, they consume untrusted input, and they hold real credentials to real systems. They are identities that can be talked into betraying you. When 9 in 10 organizations have already suffered an identity-related breach, and non-human identities outnumber humans by triple digits and climbing, the agent is no longer an edge case in your IAM program — it is rapidly becoming the majority of it.43

The organizations that come through this well will not be the ones with the cleverest model or the most locked-down GPU cluster. They will be the ones that looked at an AI agent, recognized an identity, and governed it like one: a distinct principal, a human owner, least privilege, short-lived credentials, continuous monitoring, and a kill switch within reach.

An AI agent is an identity. The only question left is whether you'll treat it like one before an attacker treats it like one for you.
